HISTORY OF SAN VICENTE NATIONAL HIGH SCHOOL
The first vision to create a public high school came from the noble idea of Mr. Roman Gonzalez, a resident and elementary grade teacher of San Vicente, the vision continues until his retirement. The dream to open a public high school was still a public clamor even in the incumbency of Mr. Procopio de Lim, Mr. Sebastian Claveria and Mr. Juan Cepe who were assigned school principal from 1947 to 1964.
After World War II in 1946, barrios from mountain sector were inaccessible of transportation – carabaos and horses were rarely used as means of transportation; hence, few of the constituents were able to attend school. Literacy was one of the main problems of this place. Children of farmers after earning elementary education were sent to work outside Buhi due to absence of a high institution in the area. High time came when the residents began to thirst for knowledge which brought about the realization of a high school institution in san Vicente, the mother barangay of mountain sector.
Mr. Amado C. Lavadia, San Vicente Elementary School Principal (1965-1969 ) and Capitan del Barrio Victorino Cas began the recruitment of first year high school students on March 1968 with the help of some elementary grade teachers namely: Mr. Elias D. Llagas, Mrs. Beatriz S. Llagas, Mr. George Dollentas and Mrs. Gregoria Y. Balfermoso, whose objectives were: first, to establish free education for all ages; second, children need not travel in far places for their schooling; third, to uplift family economic status after finishing high school.
It was June 1968 when first year classes were formally opened. The houses of Barrio Captain Victorino Cas, Francisco Q. Florentino, Cristito Nieva Sr. and Vicente M. Sadang were made the first school houses for students and teachers of San Vicente Barangay High School. Though one of the objectives was to give free education, parents were still obliged to pay certain amount for the salary of teachers and other school operational expenses. Mr. Benny Ayubo was the pioneer first year high school teacher. Mr. Amado C. Lavadia was the principal of San Vicente Elementary School likewise the Assistant Principal of San Vicente Barangay High School.
After a year, the school was transferred to San Vicente Elementary School’s Gabaldon Building. It had a forty student population. Mr. Domingo Musa and Mr. Ruben Azor succeeded high school teachers. The increase of enrolment in 1971 attributed to the liberal policy of the school and constant encouragement to the parents during PTA meetings and assemblies. Mrs. Aida Collao, Mrs. Thelma Alfelor and Mrs. Josefina Margate assumed as high school teachers in the same year. Adult education had been conducted particularly on leadership training, family life and nutrition education.
Barangay Captain Agapito S. Carullo, together with the succeeding principals namely; Mrs. Rogelia Infante (1970-1975), Mr. Balbino Pabeliña (1975-1977), Mrs. Gregoria Y. Balfermoso ( T.I.C. February to July 1977 ) and part of Mr. Jose M. Huelgas administration ( 1977 – 1985 ) helped in the supervision of the barangay high school on the era of martial law. A teacher once said; “ We were house in a cottage where rain dripped over us and during sunny days , we felt the creeping heat of the sun.” Mr. Andres V. Salvo assumed as the next elementary school/assistant principal of the high school in 1985 to 1988. The school was also under the supervision of the principal of Nabua National High School during those years.
The increase rate of students’ populace in 1985 prompted the teachers to procure a school site. Activities and other fund raising proceeds in the amount of Php 10,000.00 was made payment for the land. The school site with an area of one-hectare was owned by Mrs. Elizabeth F. Belleza, a school teacher of this institution. Half-hectare was generously donated by her in November 1989 and the other half was bought by the school. Proceeds of fund drives such as the publishing of school paper “Vincentians” and “Search for Ms. Vincentians” (Mrs. Fely F. Magistrado, Adviser) financed the making of steel benches.
The transfer of the barangay high school to the new school site was made possible thru the effort of Mrs. Cleta N. Vargas (first non-elementary school head 1988-1994). In her term as T.I.C., the construction of the first four classrooms was made possible (Grade 7- Wisdom, 7-Covenant, 7-Grace, and &-Service), and an Industrial Arts Building (currently rooms of III-Love and III-Hope). Another was the constructions of the SEDP Package Building worth 7.5 million pesos in 1992-1994 (these are the administration building, library, T. H.E. and the two-storey SEDP building).
San Vicente High School increased its population from 400 students in 1995 to 800 students in 1998 with 28 teaching and non-teaching staff and a Secondary School Principal II. Mr. Ramon N. Bolivar was assigned as Principal II of this institution. He pointed out in an interview, “There are still a lot of rooms for improvement in this institution, let us do our part to the best of our ability.” He played a great part in the development of the school (physical facilities, academic advancement, teacher’s welfare were his great concern. During his term, He set the construction of additional classrooms, now housed the III-Faith, Grade 7-Peace, Grade 8-Unity, Grade 8-Humility and IV-Cheerful. School fences, main gate, basketball court and pathways were constructed thru P.T.C.A. funds, class memorials, and solicitations from school benefactors. In 1997, an elevated concrete platform stage with two dressing rooms was furnished from the local fund of Buhi through the effort of Hon. Jose Y. Meceda, the town’s Mayor. Batch 1997 Parents and Senior’s Association contributed for the furnishing of the school stage (Mrs. Sabio, Mrs. Elopre and Mr. Magistrado advisersorship).
In 2005, Mr. Crecencio D. Nacario assumed office as Secondary School Principal I, the school became autonomous in budget and management. Classrooms were built (now the rooms of Grade 9-Joy, Grade 8-Charity, and Grade 8-Chastity. He served as Principal until 2012.
Through the years, the school was able to produced successful graduates who are now gainfully employed in their chosen field of endeavor. Thus, the founder’s ultimate objective was realized that of serving the whole community with the basic education that students coming from the neighboring barangays had been served well. The school has been among the quality standard school of achievements that everybody is proud of. Fortunately, the school was allocated two (2)items for non-teaching: Financial staff position- one (1) Senior Bookkeeper and one (1) disbursing officer. As time passes by, students populace has been growing in number so is the faculty and staff in which a new item for guidance counselor was filled up.
On April 23, 2012, Dr. Erma D. Escuro was welcomed by the school as the new principal. Under her active leadership, the school has seen many improvements. Additional school buildings, classrooms, multi-purpose hall have been built. More chairs were added to create better learning environment. She reduced class sizes from the average of 70 students per class to an average of 45 students per class. Leaking roofs, gutters of some buildings were repaired. Provision of functional comfort room with water facilities is evident through the Project WATSAN and the new school guard house built through fund raising and out sourcing it from generous stakeholders. Teachers and students have been given the chance to attend and participate in various trainings, competitions and other worthwhile activities. SVNHS has been well represented in the national seminars, conferences and contests. Dr. Erma D. Escuro has been helping the teachers in preparing the papers for promotion. Parents and the people of the community were given the opportunity to participate in the different activities of the school, similarly, she strengthens the PTCA by having regular meetings with them. These are some of the accomplishments of the new Principal.
For school year 2013-2014, the students population reaches to 1, 114. They have been served by 39 permanent teachers, 5 non teaching personnel, 6 PTA funded school support staff ( school guards, school trainer ), and 2 volunteer teachers.
Furthermore, teachers were re-class/promoted to Teacher III, Head Teacher I and Master Teacher I. Additional Three (3) classrooms we constructed behind the SEDP Building. Five (5) new teachers we hired as of June 2014 at SVNHS Main Campus and what’s even more exciting that the birth of three (3) annex schools –Buhi High School, Salvacion High School and Iraya High School. Mr. Erwin N. Ay-ad the Teacher-in-Charge of Buhi High School; Mr. Salvador L. Paile is the Teacher-in-Charge of Salvacion and Mrs. Charity L. Baduria of Iraya High School. Dr. Erma D. Escuro is the Principal of all the annex schools. More blessings are expected to come as the Administrators, Teachers, Staff and Stakeholders work hand in hand for the school.
The School Vision and Mission have contributed much success through the magnanimous support being extended by the General Parents and Teachers Association as the primary stakeholder.

Thus, the founder’s ultimate objective was realized that of serving the whole community with the basic education that students coming from the neighboring barangays had been served well. At present, the school had been among the quality standard of achievement that everybody will be proud of. The present enrolment as of school year 2014-2015, is 1,408 with 46 regular teaching staff. Other teachers were hired as locally funded coming from the provincial fund & PTA funded teachers.
And now with the new school head Dr. Erma D. Escuro who is a Secondary School Principal III, the school has 46 teachers to better served the goal of DepEd, Education for All (EFA) has its extension classes in Lourdes, Iraya and Salvacion, respectively.

San Vicente national High School is headed by Principal III position which is supported by 46 regular teaching personnel and four non-teaching personnel.
Since January, 2010, the school has functioned as a fiscally Autonomous School having allocated two non-teaching positions such as Senior Bookkeeper and Disbursing Officer II. This made financial transactions fast and accessible to school personnel.
Moreover, San Vicente National High School offers Information Communication Technology (ICT) with competent ICT teacher. With this, the ultimate goal of providing the students access to quality education by simply being functionally literate on computer. Today, the school has already its Internet connection to better serve the students and teachers as well.
With the full blast of implementation of K to 12 Curriculum comes 2016-2017 the school will have the Senior High School program to offer Tech-Voc. Courses such as: Home-Economics – Food Processing and Cosmetology; Information and Communication Technology – Computer Hardware Servicing and Programming; Agri-Fishery - Animal Production and Horticulture and Industrial Arts – Automotive Servicing. Moreover, under the Academic Strand – General Academic and (HUMS) (Humanities and Social Services) will also be offered.

The town known today as Buhi began as a small settlement by refugees fleeing the outrage of Mayon Volcano hundreds of years ago. These people founded a permanent settlement in an area close to the lake and flourished as time passed.
The general exodus of people fleeing and being able to escape grave calamities such as Mayon's eruption was known in local vernacular as "naka-buhi". Local lore takes this as the most probable explanation as to how the town acquired its present name – Buhi. One version of local legend attributes the town being accorded the name to the time when the first Spaniards came and asked local settlers the name of the area. The local settlers misunderstood the question as how they came to be there and so gave the response "Naka-Buhi".
There were two patron saints with whom the town directed their devotion. The first was St. Francis of Assisi placed in the church made of wooden materials. Unfortunately, in 1730 the church was razed down by fire. It was, however, replaced by a stone structure built under the supervision of Rev. Fray Jose de Cerda. Another saint was installed, St. Anthony of Padua.[citation needed]
